Russian Government quota: who can study for free

Every year Russia offers thousands of state-funded places to international students. Here is who can apply and how selection works.

What the quota gives you

The quota covers tuition for the whole programme and a dormitory place; students receive the standard stipend. If you don't speak Russian, you first attend the preparatory faculty, which is also free under the quota.

Who can apply

International applicants with a school certificate (for bachelor's and specialist degrees) or a bachelor's degree (for master's). There are no formal age or grade limits, but popular fields are competitive.

How selection works

You apply online between October and January. Stage one is document screening and an interview at the Rossotrudnichestvo office; stage two is placement at universities. Results arrive in spring and study invitations in summer.
